'ગુજરાતમાં ચાલી રહેલા ક્લિનિકલ ટ્રાયલ્સની તપાસ કરો: વી.એસ. હોસ્પિટલ સામે પગલા લો'

અમદાવાદની પ્રતિષ્ઠિત શેઠ વાડીલાલ સારાભાઇ (વી એસ) હોસ્પિટલમાં અનૈતિક ક્લિનિકલ ટ્રાયલની ઘટના પ્રકાશમાં આવી છે. મળતી માહિતી અનુસાર, હોસ્પિટલમાં 58 ફાર્મા કંપનીઓ દ્વારા લગભગ 500 દર્દીઓ પર ગેરકાયદે, કોઇ મંજુરી વગર પ્રયોગો (ટ્રાયલ્સ) કરાયા હતા.

સ્થાનિક કોર્પોરેટર દ્વારા ફરિયાદ મળ્યા બાદ રચાયેલ તપાસ સમિતિના રિપોર્ટમાં ખુલાસો થયો છે કે આ ટ્રાયલ્સ માટે એથિક્સ કમિટીની મંજૂરી લેવામાં આવી નહોતી અને દર્દીઓને યોગ્ય રીતે માહિતગાર પણ કરવામાં નહોતા આવ્યા. રિપોર્ટના આધારે વહીવટતંત્રએ 8 ડૉક્ટર્સને સસ્પેન્ડ કર્યા છે.

આ મામલામાં સ્વાસ્થ્ય અધિકાર મંચે ભારત સરકારના આરોગ્ય અને કુટુંબ કલ્યાણ મંત્રાલયના સચિવ તથા ડ્રગ કંટ્રોલર જનરલ ઓફ ઇન્ડિયાને પત્ર લખ્યો છે. એક જુદો પત્ર ગુજરાતના ચીફ સેક્રેટરી અને આરોગ્ય અને કુટુંબ કલ્યાણ મંત્રાલયના મુખ્ય સચિવને લખવામાં આવ્યો છે, જેમાં રાજ્યની હોસ્પિટલોની યાદી, એથિક્સ કમિટીઓની વિગતો અને રાજ્યમાં થયેલા ટ્રાયલ્સની સંખ્યાનો ઉલ્લેખ કરીને સંબંધિત અધિકારીઓ સામે કડક કાર્યવાહી અને વિગતવાર તપાસની માંગ કરવામાં આવી છે.

સ્વાસ્થ્ય અધિકાર મંચ છેલ્લા દાયકાથી અનૈતિક ક્લિનિકલ ટ્રાયલ્સના મુદ્દે સક્રિય છે. આ મામલે માનનીય સુપ્રીમ કોર્ટમાં જાહેર હિતની અરજી પણ હાલ ચાલુ છે. સુપ્રીમ કોર્ટના સ્પષ્ટ આદેશો છતાં, ગુજરાતની વી.એસ. હોસ્પિટલમાં રજિસ્ટર્ડ એથિક્સ કમિટી બનાવ્યા વગર જ ટ્રાયલ્સ કરવાની ઘટના ચોંકાવનારી છે. આ ઘટના ડ્રગ્સ એન્ડ ક્લિનિકલ ટ્રાયલ્સ રૂલ્સ 2019નું સ્પષ્ટ ઉલ્લંઘન છે.

સ્વાસ્થ્ય અધિકાર મંચના અમુલ્ય નિધિએ જણાવ્યું હતું કે માનનીય સુપ્રીમ કોર્ટ દ્વારા ભારતમાં અનૈતિક ક્લિનિકલ ટ્રાયલ્સમાં દર્દીઓના હકોની રક્ષા માટે મહત્વપૂર્ણ માર્ગદર્શિકા આપવામાં આવી છે, તેમ છતાં આવી ઘટના દુઃખદ છે. આ પ્રકારના ગંભીર મામલામાં માત્ર ડૉક્ટરોને સસ્પેન્ડ કરવું પૂરતું નથી.

જન સ્વાસ્થ્ય અભિયાન ભારત, ગુજરાત યુનિટના જગદીશ પટેલે ગુજરાત સરકારને આ ઘટનાની ટૂંકા ગાળામાં વિગતવાર તપાસ કરવાની માગણી કરી છે. સરકારે એ પણ ખાતરી કરવી જોઈએ કે તમામ ક્લિનિકલ ટ્રાયલ્સ નિયમો મુજબ જ થાય અને દર્દીઓના અધીકારોનું રક્ષણ થાય.
